The Casa Verde program continues to be one of the most accessible and advantageous forms of support for Romanians who wish to invest in photovoltaic systems and become prosumers. However, to access the available funds, applicants must meet a series of clear conditions set by the Environmental Fund Administration (AFM).

Who can benefit from the program?
The program is exclusively addressed to natural persons with a permanent residence in Romania. Legal entities, companies or commercial entities, regardless of their activity or status, cannot apply.
Therefore, the applicant must meet the following essential conditions for registration in Casa Verde 2025:
Residence in Romania – proven by a valid identity document with the correct address;
Property right over the building – panels can only be installed on a dwelling or land fully owned by the applicant. A valid land registry extract will be presented;
Exclusive residential destination of the building – buildings registered as headquarters, fiscal addresses or commercial spaces are not eligible. Exceptions apply only if there is separate metering for the dwelling;
No debts to the state or local budget – a tax clearance certificate from ANAF and the town hall is required;
Has not previously benefited from similar financing – persons who have received non-reimbursable financing for the same building in previous editions of the Casa Verde program or other similar programs cannot access the program;
No litigation or restrictions on the property – the property must not be involved in legal proceedings, claims, expropriations or have mortgages or other restrictions that would prevent the implementation of the project;
Connection to the electrical network – the building must be connected to the national electricity grid to allow the system to function as a prosumer;
Good technical condition of the roof – without major degradation or excessive shading that would affect the performance of the panels.
